Dividing by 4 Without Guessing
Turn the fact around. Division questions are answered from the multiplication fact you already know, not from a separate list. Read 24 ÷ 4 as "4 times what makes 24?" — the answer is 6, because 4 × 6 = 24.
The same move works on the ones that stay slow. 36 ÷ 4 is "4 times what makes 36?" — and 4 × 9 = 36, so the answer is 9. A child who hesitates here is usually missing the multiplication fact, not the division one. That is the fact worth practising.
The quick check. Halve it twice. If both halves land on whole numbers, it divides by 4.
Where it shows up. Quarters of an hour, and splitting a bill four ways. Money makes the 4s concrete faster than counters do.
